All testers have seen cases that the bug is not at known list , but has been rejected before so Tls have to reject it on based on rules . Or when a tester has participated in a TC times ago and finds the same bug but doesn't remember he has reported that bug before , so the dublicate will not be submitted as the customer has seen the bug before ( at least from the great testers side).

Currently, testers receive a 30% payout for repeated bugs and having this feature will result in testers being able to modify their reports so that it is not detected by the system as a duplicate.
